The Secretariat managed the whole process and prepared drafts of the Second Expert Report as required by the Panel and guided by the Advisory Group, and to the direction of the Executive Team. The Secretariat is the body that planned the meetings, drafted interim documents and produced the final report.
The Secretariat fulfilled the same role for the development and management of the Policy Report.
